Job Description:

Job Summary Responsible for providing operational leadership and supervision of the Human Resource functions for the organization. This position provides advice and guidance to management and staff in all areas of employment, talent acquisition, benefits administration, compensation, employee data integrity, employee and labor relations and disciplinary matters, and organization wide human resource policies and procedures. Service as the operational management team leader. Advises the organization's operational management and staff on issues of employee and labor relations, including the application and interpretation of collective bargaining agreements. May serve as the management team lead during labor negotiations. Responsible for compliance with all relevant state/federal laws, benefits administration, compensation, talent acquisition, labor relations, and related personnel practices. Responsible for HR talent acquisition and development, committed to the Skagit Regional Health vision. Serves as a member of the SRH Leadership Team. Position reports to the Vice President of Human Resources. Essential Functions Encourage all leaders to be responsible and accountable for employee engagement. Build management capability to facilitate an open, inclusive environment that enables effective employee relations with a focus on Just Culture and High Reliability Organization. Fosters methods of goal setting, communication and empowerment for employees and leaders. Responds to, provides counsel for, and manages, as appropriate, serious employee relations issues and day-to-day workforce issues. Creates sustainable talent management and processes to provide the necessary framework and content for talent assessment and identification. Develops, recommends, and implements corporate human capital policies and procedures. Develops departmental goals and objectives and manages employees, workflows, processes, and projects to ensure these goals and objectives are met. Develops and coordinates the departmental budget process and ensures that expenses are reported accurately, and that the budget is managed to expectation. Provides a Human Resources leadership presence for employees, proactively surfacing issues and recommending solutions; developing and implementing organization-wide personnel policies and procedures. Plans, organizes and controls activities of supervised departments including developing department goals, performance improvement objectives and operational systems. Evaluates reports, decisions and results of department in relation to established goals. Performs other duties as assigned. Education Bachelor's degree in Human Resource or related field. Master degree in related field preferred.HR Certification (SHRM-CP or SMRM-SCP) preferred. Experience/Training Experience working in progressively responsible roles within the Human Resources field for at least five (5) years required. 10+ years related experience preferred. Work within the healthcare industry, particularly in a healthcare system with a Regional HR structure is strongly preferred. Three (3) years HR management experience required. Union/labor negotiation and collective bargaining and grievance administration experience strongly preferred. Must possess change management skills. Demonstrated organizational skills with attention to detail. Facilitation and training delivery skills required. Must possess excellent leadership, interpersonal, oral and written communication skills. License/Certification Society for Human Resource Management Certified Professional (SHRM-CP or SHRM-SCP) certification highly preferred. Other Qualifications Must be able to communicate effectively both verbally and in writing. Must be able to establish and maintain effective interpersonal relationships with employees, including physicians, and members of the public as appropriate. Must be an effective liaison between employee and management perspectives and needs. Must have ability to develop collaborative relationships and build consensus from diverse opinions.
